Can I apply for funding to attend a conference?
Yes. Active participation in a conference (such as delivering a presentation or conducting a workshop) may be supported under the Pannonia Scholarship Programme. Please attach your abstract and the letter confirming its acceptance to your application.
When can I contact the host university/organisation?
You may contact the host organisation only after receiving a positive notification regarding your application.
Who is responsible for contacting the host university/organisation? Who arranges the teaching/training programme?
The participant is responsible for contacting the host institution and coordinating all arrangements related to the mobility programme.
What is a Staff Week?
Many universities organise one-week Staff Week programmes focusing on specific topics and offering lectures, workshops, and networking opportunities. These events provide an excellent opportunity to learn about best practices and establish new professional connections.
Is it possible to participate in a training mobility only at a partner institution?
No. However, when applying to higher education institutions, staff members from partner institutions are often given priority over other applicants. Nevertheless, this should not discourage interested participants from applying.
Training mobility may also take place at other organisations offering professional training courses and programmes.
What dates should be indicated in the Letter of Acceptance or Mobility Agreement?
The Letter of Acceptance or Mobility Agreement should indicate the duration of the professional programme. Since the maximum eligible duration for teaching and training mobility is five working days, documents should normally specify a five-day period, typically from Monday to Friday. Research activities may have a longer duration.
What is the procedure for signing the Mobility Agreement?
The Mobility Agreement is generated by the online application platform (mobility.uni-obuda.hu) as a PDF document.
For teaching mobility, please provide details of the teaching programme in the “Content of the mobility programme” section, including the topic and the number of teaching hours.
Once signed, please submit the document to the Mobility Office together with the other required documents and upload it to the application platform.
The version signed by the Head of the Mobility Office will be uploaded to the application platform by the Mobility Office coordinator. It can then be downloaded and signed by the host institution.
The fully signed version, including the host institution’s signature, must be uploaded together with the final documents after the mobility period has been completed.
What does “virtual training activity” mean in the Mobility Agreement?
A virtual training activity means that the teaching or training takes place online rather than through physical mobility abroad. Participants attend remotely from home or their workplace without travelling to the host institution.
Please note that virtual activities are not eligible for scholarship funding. If the mobility is carried out physically at the host institution, this section should be crossed out.
Where should the host institution sign the Mobility Agreement?
The host institution should sign in the section entitled “The Receiving Institution”.
Please ensure that the document contains a legible name, signature, date, and official stamp.
What is the code for the level of education?
- ISCED 6 – First cycle / Bachelor’s degree or equivalent level (EQF 6)
- ISCED 7 – Second cycle / Master’s degree or equivalent level (EQF 7)
- ISCED 8 – Third cycle / Doctoral degree (PhD) or equivalent level (EQF 8)
What is an ISCED code, where can I find it, and where should I enter it?
For teaching mobility applications, the academic field code (ISCED code) must also be entered on the mobility application platform.
The ISCED code is a four-digit code used to classify fields of education and training.
Administrative Questions
If I have multiple given names and/or surnames, which name should I use on the submitted documents?
Please use your full official name exactly as it appears on your identity document and ensure that the same name is used consistently on all submitted documents.
Insurance
What type of insurance is accepted for concluding the Grant Agreement, and what documentation is required?
According to the Grant Agreement, the insurance policy must provide health insurance, liability insurance, and accident insurance coverage for the entire duration of the mobility period, including the travel period, in the destination country.
When entering the contractual information on the application platform, applicants must provide the name of the insurance company and the policy number. Therefore, travel insurance must be arranged before starting the contract preparation process.
A copy of the insurance policy must be uploaded to the application platform.
Is liability insurance required for concluding the Grant Agreement?
Yes. Health insurance, accident insurance, and liability insurance are all mandatory requirements for receiving Pannónia scholarship funding. The insurance coverage must remain valid throughout the entire mobility period.
Is insurance linked to a bank card acceptable?
Yes, provided that it includes health insurance, accident insurance, and liability insurance coverage. In such cases, please upload an official certificate issued by the bank to the application platform.
Organisational Questions
Who is responsible for contacting the host university/organisation and arranging the teaching/training programme?
The participant is responsible for contacting the host institution and coordinating the professional programme directly with the host organisation.
Who arranges the travel?
Following the approval of the application and after agreeing on the mobility period with the host organisation, the participant is responsible for arranging their own travel.
If additional funding for travel days has been requested, proof of travel must be uploaded to the application platform after the mobility period. Acceptable documents include train tickets, bus tickets, fuel receipts, or motorway toll receipts.
Who arranges the accommodation?
Accommodation arrangements are the responsibility of the participant after receiving a positive funding decision.
No accommodation invoices are required. Accommodation expenses are not subject to procurement regulations. The basis for the final settlement is the confirmation issued by the host organisation.
Financial Questions
What does the Pannónia scholarship consist of?
The financial support consists of:
- a scholarship calculated according to the duration of the mobility period; and
- additional support that may be granted for eligible travel days.
The exact funding amounts are specified in the Call for Applications.
In which currency is the Pannónia scholarship paid?
Scholarship payments under the Pannónia Scholarship Programme are transferred in Hungarian Forints (HUF). Therefore, applicants are advised to provide a HUF bank account before the Grant Agreement is concluded.
What is an IBAN bank account number?
IBAN stands for International Bank Account Number. It is an internationally standardised sequence of letters and numbers used to identify bank accounts worldwide.
An IBAN may contain up to 34 characters and includes country codes, check digits, and account identification numbers.
Every bank account has an associated IBAN, which can usually be found in online banking systems or on bank statements.
For Hungarian bank accounts, the IBAN format is generally:
HUXX-XXXXXXXX-XXXXXXXX-XXXXXXXX
(where “HU” is followed by two check digits and the domestic account number).
How many signatures are required on the Travel Authorisation Form?
The electronically submitted and approved Travel Authorisation Form only requires the signature of the participant.
The original signed document must then be submitted to the Mobility Office together with the Grant Agreement.
When will the Pannónia scholarship be transferred to my bank account?
The approval and payment process generally takes approximately 2–3 weeks from the submission of complete and accurate application and mobility documentation.
To ensure that the scholarship is received before departure, applicants are advised to submit all required documents 5–6 weeks prior to the planned mobility period.
The process is as follows:
- Complete and accurate documentation submitted to the Mobility Office is checked and forwarded to the Finance Directorate within five working days after obtaining the necessary signatures.
- The Finance Directorate processes the payment within five working days.
- The transfer typically arrives in the participant’s account within 2–7 working days after the payment has been initiated.
How is the registration or participation fee paid?
Due to the limited financial resources available within the Pannónia Scholarship Programme, participation fees cannot be covered from the programme budget.
Funding for conference fees, summer school fees, or other training programme participation fees may be requested from the budget of the sending faculty or organisational unit, provided that the faculty or unit considers such support justified.
This funding is entirely separate from the Pannónia Scholarship Programme, as the Mobility Office is not responsible for assessing the academic content, relevance, or eligibility of conferences, summer schools, or training programmes for financial support.
Final Reporting and Settlement
How many signatures are required on the Travel Expense Report?
The Travel Expense Report must be signed by the participant. After it has also been signed by the head of the participant’s organisational unit, who confirms that the mobility activity has been completed, the report should be submitted to the Mobility Office together with the full set of final documents.
Do I need to submit invoices to prove that the mobility took place?
No. The mobility does not need to be supported by invoices.
The completion of the mobility period is verified by the host organisation through the issuance of a Certificate of Attendance, which confirms that the mobility activity specified in the Grant Agreement was successfully carried out at the host institution.
If additional support for travel days was granted, participants must upload the relevant travel documents (e.g. train ticket, bus ticket, flight ticket, or boarding pass). These documents must correspond to the approved travel dates in order for the travel-day support to be eligible.
What information must the confirmation issued by the host university or training provider contain?
A Certificate of Attendance confirming the completion of the teaching or training activity is required.
The certificate should include:
- the mobility period specified in the Grant Agreement;
- the purpose of the mobility activity;
- the name of the host institution.
For teaching mobility, the minimum teaching requirement is 8 teaching hours.
What happens if the period certified by the host institution is shorter or longer than the period stated in the Grant Agreement?
The host institution may certify a longer period than the one specified in the Grant Agreement. However, no amendment or additional funding may be requested after the mobility has been completed.
If the certified period is shorter than the funded period indicated in the Grant Agreement, the participant will be required to repay a proportionate amount of the scholarship.
As the minimum duration of a mobility activity is two days, a certified duration of only one day renders the activity ineligible under the Pannónia Scholarship Programme, and the participant will be required to repay the full scholarship amount.
For teaching mobility, the minimum teaching requirement is 8 teaching hours. If fewer than 8 teaching hours are indicated on the Certificate of Attendance, the activity will not be considered eligible under the Pannónia Scholarship Programme, and the participant will be required to repay the full scholarship amount.
